Cesar Felipe Millan Favela was born in Culiacán, Sinaloa, Mexico on August 27, 1969. His parents, Mara Teresa Favela and Felipe Millán Guillen are seasoned, Sinaloan farmers.

As he spent his infancy surrounded by farm animals, he enjoyed spending time with them, and his affection for dogs grew from that point on. At the age of 21, he illegally entered the United States with only $100 in his pocket and no English language skills.
